The following are the duties of this position at the full working level.
Interprets, develops, adapts, and coordinates analytical reviews of policies, procedures, and program requirements of the Service and their impact on OEP operation and resources. Advises and negotiates conflicting policy and program issues with management in areas impacting the OEP Program, such as Procurement, Information Technology Cybersecurity, and HCO - Personnel Security. Applies and implements newly established policies and procedures for use in the assigned program area. Develops and prepares OEP guidelines, Internal Revenue Manual (IRM) updates, memoranda, policy statements, and other written guidelines and recommendations that may have wide impactConducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources. Serves as lead analyst responsible for accomplishing various analytical studies and/or projects involving OEP systems and issues, generally with impact on multiple activities. Responsible for preparing and / or facilitating the OEP Budget Committee meetings related to funding requests and providing regular status updates to the executives and senior level managers in the Committee on the prior year open contracts and current FY contracts, including monthly budget reconciliationProvides input into the recruitment, selection, and technical training of other COR employees. In accordance with timely and efficient IRS, Department of the Treasury, and Federal rules and regulations, executes high-level ombudsman assignments. Leads or coordinates lower graded employees in the reviews and evaluations of complex programs. You must meet the following requirements by the closing date of this announcement:SPECIALIZED EXPERIENCE GS-14: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Contracting Officer's Representative (COR) certified experience. Experience applying a wide range of analytical and evaluative methods and techniques, qualitative and quantitative on projects or studies broad in scope and magnitude. Experience applying the full range of Federal laws, policies, regulations, and precedents applicable to the Service's program affected by the assigned project or study; Experience applying principles of project and program management and administration and resource utilization. Experience with project planning, execution, implementation, and evaluation (i.e., Key Project, contracts, etc.) recommendations. Experience communicating effectively both orally and in writing with internal and external stakeholders.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.
