DutiesThe Program Manager directs subordinate employees in the technical analysis and evaluation of current operational systems used by Flight Service Specialist to provide flight services within the NAS.Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO on the future needs of flight service operations to development automation and communication equipment, infrastructure needs to support flight service operations, expansion of flight service capabilities, and UAS operations.The Program Manager participates with Flight Service Management, PMO, Finance, and ACQ in the planning efforts related to the development of acquisition strategy, procurement strategy plan, and manages project development and execution while adhering to the budget requirements for Flight Services activities .Applies detailed knowledge of the technical aspects of the work that is directed. Directs the team in the development of Statements of Work (SOW) and requirements.Provides direction in the development of contractual relationships, evaluating cost estimates, determining contractor responsibility and compliance, reviewing and monitoring cost, price, and technical changes.Develops and approves solutions to current and anticipated problems which may cross organizational lines and disciplines.Guides subordinate managers, employees and contractors for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake.Applies knowledge of program management and a comprehensive understanding of the objectives of the major subdivision to perform strategic planning and communicates the organization’s mission, vision, and objectives.Organizes programs and activities in accordance with the mission and goals of the organization.Develops organizational goals and activities and builds a shared vision that incorporates the goals of the agency, the service unit, and the directorate.Manages risks and issues that may arise over the course of the program life cycle, as well as take measures to correct them when they occur.Assesses program strengths and identifies areas for improvement through the development of an evaluation method.Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed.Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future.May represent the major subdivision, LOB/ SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes.Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.Responsible for a range of supervisory duties, such as strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating the performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. QualificationsTo qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE IS DEFINED AS:Experience in the application of program and project management principles and techniques to manage
