Federated IT is looking for a capable, motivated Journeyman to fill a funded position and join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF), Administrative Assistant to the Secretary of the Air Force (SAF/AA) Concepts, Development, and Management Office (CDM).
The services described below support CDM acquisition program management. We are seeking a qualified candidate to augment CDM’s acquisition program management knowledge and experience requirements to organize and manage resources and personnel to accomplish DAF and CDM acquisition objectives effectively and efficiently IAW with Department of Defense Instruction (DoDI) 5000.02 policies and procedures. The candidate shall reside onsite in assigned CDM Program Office space located at the Pentagon. Functional Requirements: The Business Operations Specialist shall provide focused expertise, to institute, refine, mature, and/or correct business operations practices. Duties and responsibilities include assessing and determining best practices for systems, technologies, policy, governance where products, services, and programs intersect. Serves as the top evaluator and assessor for associated projects, able to enact improvements based on experiential knowledge, while acting as the foremost experienced advisor between the Contractor’s PM and the Government. The candidate ensures that all assignments associated with a Government-funded program or project is completed effectively, efficiently, on time, within budget and will provide updated technical, operational, and contractual inputs to the Government. a. Create a plan for engagement and collaboration to identify strategic needs across the defense enterprise to include all the functional areas. b. Analyze and develop long-term plans pertaining to strategy, modernization, force structure composition and disposition, doctrine, policy, and programming activities. c. Collaborate with CDM to create Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and decision matrices and frameworks. Construct and maintain, as required, logs and databases that allow for tracking and recording of events within strategic efforts and programs for the purpose of end-of-year analyses and performance report preparation. d. Analyze annual congressional authorizations and appropriations to determine potential strategic impacts to planned and ongoing CDM activities, and development of a Congressional tracker to account of CDM's historical appropriated budgets. e. Organizational process development, requirements planning, and programming support with knowledge of various United States Government (USG) customers. f. Provide expertise in DAF and Office of the Secretary of Defense (OSD) processes, organization development, deliberate planning, programming, and strategy, support for development of engagement plans to effect resourcing support from CDM stakeholders and customers. g. Ability to develop strategic sourcing strategies, evaluate vendor performance, and negotiate contracts to achieve cost savings and operational efficiencies. h. Knowledge of government property regulations and processes related to tracking, maintenance, and disposal of government-owned assets within the DoD.
Alternate Work Location: Alternate work locations shall be permitted for this task order on a case-by-case basis with Government approval. If primary duty location is not available to the candidate, the candidate may be directed to telecommute or work from an alternate location. Working from an alternate location shall not require working with or transporting classified information.
Duty Hours: Operating hours are 24 hours a day, 365 days a year including holidays and weekends; however, duty hours will be determined by the work center. The candidate must be able to support missions 24 hours a day, 365 days per year. All work performed is considered mission essential. Federal Holidays will be observed for personnel working at CONUS locations. Qualifications: The candidate shall have a Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification or a minimum of seven (7) years of experience in management of a requirement of similar size, scope, and complexity (i.e., Top Secret/Sensitive Compartmented Information (TS/SCI) security requirements, interdisciplinary, and multiple locations). a. TS/SCI clearance. It is desired the candidate have a minimum of four (4) years of experience working with DoD.
Education for Journeyman Labor Categories: Bachelor’s Degree with five (5) or more years of experience performing work related to the labor category. A journeyman typically performs all functional duties independently.
