LCAT Requirements: PhD plus 20 years of relevant experience. PhD can be substituted with 8 years of relevant experience.
The DoD CIO program has an opening for a Records Management Strategist to support one of our critical programs. The individual in this position will provide support to include developing/analyzing requirements, designing survey tools, collecting and analyzing input, and presenting outcomes. Activities also include evaluation of legislative mandates and required activities, researching applicable Federal Government law and policy, developing, and coordinating DoD policy and plans, and resolving issues resulting from PSA and Component reviews. Primary Responsibilities:
• Develop and provide Records Management strategies to propel the DoD organization and meet the DoD implementation milestones.
• Brief the DoD SES and other critical stakeholders on the progress of the Records Management strategies.
• Provide advisory guidance to the DoD Directorate regarding Records Management.
• Supplement correction items necessary to improve the DoD Records Management compliance posture.
• Direct a team of Records Management resources during the DoD Records Management implementation.
• Acts as the subject matter expert in the Records Management area.
• Analyze needs, develop alternatives and/or courses of action, and provide recommendations and way ahead. • Monitor the progress of the DoD Information and Records Management strategic programs and prepare recurring status reports. • Support the organization with National Archives and Records Administration (NARA) tasks and assist the government in analysis of NARA requirements.
• Submit summary reports of monthly reviews of on-going project deliverables
• Support the development or revision of supplemental guidance and communication products.
• Support efforts to clearly communicate the customer’s records management vision/strategy and its approach for achieving programmatic goals and objectives.
• Collaborate with stakeholders to draft or revise supplemental guidance and communications products to assist in the development or revision of records management policies, procedures, and associated supplemental guidance documents.
• Utilizes expert records management knowledge, professional principles, and theories to develop advanced concepts, techniques, solutions, and standards. Serves as a subject matter expert within professional area.
• Requires ability to communicate with senior executive leadership (internally or client) regarding matters of strategic importance to the organization. Typically negotiates and compromises to convince internal and external parties to accept concepts, practices, and approaches of the area.
• Provides technical advice that impact the Records Management strategies client outputs. Impacts functional strategy by developing new solutions, processes, standards, or operational plans that help improve the customer organization and meet the mission goals. • Serves as a lead on large, complex projects as requested by Leidos or customer.
• Extensively analyzes highly complex problems to seek understanding of the underlying issue and root cause of the problem. Improves upon existing solutions, programs and processes using significant conceptualizing, reasoning, and interpretation. Basic Qualifications:
• Experience with or knowledge of federal Records Management Strategy and management.
• Ability to develop and deliver clear, concise written artifacts related to a Records Management implementation plan.
• Ability to work both independently and as part of a team. Preferred Qualifications:
• Previous experience formulating government Records Management strategies.
• Previous experience as a Chief Records Management Officer or similar duties.
• Excellent written and verbal communication skills.
• Ability to interact with senior Government leaders, develop and present information/decision briefings.
• Solid organization skills and attention to detail.
• Experience with federal organizations and interacting with senior civilian and military personnel.
• Experience with organizational change management.
