Job Description Consultancy (Intermittent) - Program Assistant Jefferson has provided institutional support and capacity building to USAID through 40+ contracts and subcontracts, including major buy-in mechanisms that have reached seven USAID Bureaus and over 70 Missions. The duties of the Program Assistant consultant may include Jefferson operational support including travel, budget, logistics, administration and coordination for USAID contracts and/or include administrative support for one or more USAID offices. Consultancy assignments are typically part-time or intermittent, depending on contract support needs. Depending on client needs, some consultancy assignments may converted to full-time employment. Candidates must reside in the Washington, DC area and be available to provide occasional on-site support at USAID offices in Washington, DC. Responsibilities may include: * Draft and maintain subcontractor and consultant agreements, task orders and modifications * Support monthly billing activities, including reviewing invoices, preparing vouchers and coordinating approvals and submission for accounting department action * Provide travel arrangement support for staff members and consultants including coordinating with travel agents for flights, hotel arrangements and payments, visa or work permits, and requests international travel approvals from the client * Provide guidance to staff and consultants on USG regulations and policies, and company policies, procedures and systems * Provide security clearance/facility access clearance and badging support for staff members and consultants * Create and maintain files and trackers * Create, manage and analyze budgets * Research, monitors, tracks, analyzes and reports on topics of interest * Draft/edit sections of reports, pre-solicitation documents or award documents * Attend and summarize meetings * Provide scheduling and meeting management support * Other administrative duties as assigned Qualifications: * Bachelor's Degree * At least 1 year of experience, including any internships * Holds a USAID facility access clearance or has the ability to obtain a public trust clearance * Ability to handle effectively and concurrently multiple tasks and projects * Excellent anticipatory skills and proactive approach to work * Strong oral, interpersonal, and written communication skills to effectively interact with government clients and industry partners * Strong prioritization and organization skills to meet deadlines * Positive and professional attitude and demeanor * Detail-oriented and interested in producing quality work product * Proficiency in Microsoft Office * Experience with USAID, USG or an international development organization is preferred
