Purpose and Impact:

The Human Resource Coordinator provides administrative support related to Human Resources functions.  Responsibilities include job posting, recruitment and hiring process, new hire paperwork and participation in and coordination of new hire orientation, and all onboarding activities. Provides other general support including data entry, compliance tracking and follow up.  Answers applicant and employee inquiries.  This is a confidential position with access to sensitive employment-related and personal information. Works closely with HS/EHS program staff to facilitate timely hiring to meet program needs.  Must meet requirements per Federal Head Start Performance Standards and any local, state and/or agency policies and procedures.  Participates in the HS/EHS Quality Assurance efforts. 

Essential Functions:  

  • Creates, tracks and archives internal and external employment postings on LSF website and approved recruitment websites. Assists in reviewing resumes/applications received and forwards to hiring managers.  Assists in designing print ads as needed, 
  • Maintains library of standard interview questions for interview panels or individual hiring supervisor and provides as requested. Ensures selection decisions are properly documented, collects material from hiring manager and maintains selection folders on each vacancy for one year. 
  • Conducts new hire employment reference checks in accordance with LSF and Head Start requirements. 
  • Responsible for processing new hire paperwork, meeting with successful applicants and completing LSF as well as HS/EHS required documents with the applicant. Ensures I-9 form is completed within 3 days of hire. 
  • Responsible for setting up fingerprinting appointments, tracking receipt of background screening results, and keeping hiring managers apprised of applicant’s status.  Audits billing to make sure charges are correct.  Prepares paperwork to replenish funds to pay fingerprinting service. 
  • Researches, computes, coordinates obtaining appropriate signatures and enters personnel transactions relating to new hires, separations, promotions, transfers, supervisory changes, positions, etc. into the LSF HRMS in accordance with payroll deadlines and schedules.  
  • Participates in new hire orientation, both through individual meetings with new employees and in formal orientation sessions as required. 
  • Responsible for transmitting scanned file consisting of all completed original new hire paperwork, including signed Personnel Action Forms to LSF HR in a timely manner so that email accounts are established, and the new employee has timely access to the LSF employee portal. 
  • Responsible for duplication of personnel file before forwarding to LSF and setting up onsite personnel file. Also responsible for duplicating necessary documents for Center files as per local licensing authority. 
  • Responsible for ongoing review and follow up on required drug screening, background screening, physicals, CPR/First Aid and other certifications for new staff.  Responsible for maintaining spreadsheet or printing reports from data base systems and notifying both employee and supervisor at least a month in advance when certifications will expire and for getting new certification copies for personnel records.  
  • Coordinates tracking of credentials and expiration dates, working with Staff Development Coordinator to obtain monthly report.  Provides update to Director-Human Resources on a monthly basis and may assist in preparing appropriate correspondence to employees. 
  • Responsible for entering new hire and subsequent updates into Head Start tracking system (ChildPlus or other designated program). 
  • Responsible for ensuring that all required Federal, State and local notices and Workers’ Compensation notices are posted in all HS/EHS sites and are updated when needed. 
  • Ensures that all confidential information remains secure and discarded/expired items are shredded. 
  • Conducts on-site employee file audit reviews of Childcare Partner and/or Delegate Agency staff personnel records on a quarterly basis. 
  • Conducts on-site employee file audit reviews at both the Center/Site level as well as of Administration central files on a monthly basis. Tracks reasons for resignation/termination and completes exit survey.  
  • Maintains strict confidentiality with respect to HS/EHS children, families and staff in accordance with established policies and procedures. 
  • Assists employees with online benefits enrollment as needed. 
  • Assists supervisors in reporting work-related injuries and workers’ compensation follow-up in conjunction with LSF HR staff. 
  • Assists employees and supervisors on FMLA requests in conjunction with LSF HR staff. 
  • Assists LSF HR staff in replying to Unemployment Compensation requests as needed. 
  • Provides supervisors with reports, forms and documentation as requested. 
  • Assists HS/EHS Director-Human Resources with special assignments, research and data collection related to Human Resources functions. 
  • Maintains positive working relationships and facilitates communication with all Program areas and with Central Office staff. 
  • Attends all workshops and meetings as deemed necessary by the Director-Human Resources. 
  • Attends all required staff and parent meetings and activities. 
  • Performs other duties as assigned.

Physical Requirements:

Education:  

Associate’s degree from an accredited college or university in Human Resources, Business Administration with concentration in Human Resources, or related field.  Professional HR certification preferred. 

Experience:   

Two years of experience in Human Resources administration, with an emphasis on recruitment and staffing and records compliance or similar experience working with confidential information and record keeping.  Head Start experience helpful. Bilingual preferred: English/Spanish or English and other languages present in the local area. 

Also Required: Possession of a valid Driver License. 

Knowledge, Skills and Abilities: 

  • Knowledge of and intermediate skills in Microsoft Office Suite including Word, Excel, Powerpoint and Access. 
  • Knowledge of HS/EHS philosophy, goals and applicable regulations. 
  • Knowledge of internet based database, email to scan and transmit 
  • Basic math skills needed to calculate figures and amounts such as discounts, percentages and overtime. 
  • Ability to collect, organize and evaluate data and develop logical conclusions.  
  • Ability to communicate effectively, both orally and in writing.  
  • Ability to speak before groups of individuals. 
  • Ability to write reports and business correspondence 
  • Ability to handle confidential information.  
  • Ability to use a computer and related software.  
  • Ability to produce and interpret graphs, charts, spreadsheets and other mathematical reports. 
  • Ability to follow established procedures.   
  • Ability to work effectively with others.  
  • Ability to safely operate a motor vehicle. 
  • Ability to be available for weekend and evening meetings as well as social and community events. 
  • Ability to manage numerous tasks, possess good organizational skills, communicate effectively with co-workers and the public, and work collaboratively in a team environment. 
  • Exceptional organization skills and attention to detail are required and the candidate must be able to meet designated deadlines.
