We are currently seeking an Naval Aviation ProgramAnalyst to join our team in Quantico, VA What you'll do: MBC is looking for personnel to support the Naval Aviator Production Process Sustainment (NAPPS) efforts undertaken by the Chief of Naval Air Training (CNATRA). This position will be administratively assigned to USMC Training Command located at Quantico Marine Corps Base (MCB) Quantico, Virginia. The analyst will be assigned to the Senior USMC Analyst located at USMC Training Command. Provide on-site Program Analyst support for NAPP related functions at Quantico, VA, in support of Marine Corps Aviator Production. Provide senior Marine Corps leadership with metrics analysis, production alignment and process improvement initiatives and will serve on Barrier Removal Teams (BRT), encompassing the entire spectrum of USMC Aviation Training as required. Ensure effective data collection, entry and validation of NAPP data sources into the NIPDR database and Marine Corps Training Information Management System (MCTIMS) for chart generation, data collection and analysis. Ensure accurate and comprehensive analysis of USMC production is provided to TRNGCMD in support of senior Marine Corps Leadership. Additionally, the Program Analyst will perform the following: * Annual Command Production Planning Factors (PPF) validation and submission
* Annual Command flight hour budget planning, monthly allocation, and variance analysis * Identification of Command barriers to production and subsequent analysis and recommendations * Command IPP class load plan submissions in accordance with the Training Requirements Letter and Task Group guidance * Work with FRSs to ensure MCTIMs Course Identifications (CIDs) are accurately created and maintained
* Maintain and update current and projected FRS information in MCTIMS, to include SERE, seat dates and student information updates and validations as required; mirror student progression in NIPDR
* Provide Command analysis and recommendations regarding NAPP charts and cost-wise metrics * Develop Command production plans, NAPP centric briefs and resource entitlement submissions * Update APM SharePoint as directed in order to reflect current FRS production status * Provide HQ USMC, TRNGCMD, the appropriate MAG, CNAF and CNATRA with supporting NAPP centric analysis The position is on-site at USMC Training Command at Marine Corps Base in Quantico, VA Qualifications: * Bachelor's Degree in related field or equivalent experience and two to four years of related (project support or management) experience. This experience must include: * Familiarity with and ability to properly enter and extract student training production data from MCTIMS and M-SHARP Marine Aviation's automated training management and reporting systems. Advanced proficiency in Microsoft Excel and intermediate proficiency with Word and PowerPoint along with basic experience with Access. * Familiarity with web browser technologies and common data entry requirements, Windows operating systems and communicating/connectivity within the NMCI environment. * Strong information management and analytical thinking skills and be comfortable and productive in a fast-paced environment. * Must be able to obtain/maintain Information Assurance (IA) user certification after obtaining NMCI user account. * Candidate must have personal transportation and comply with all vehicular/personnel requirements necessary to access U.S. Military installations. * Must be willing to travel up to 10%. * DoD secret security clearance. * Our ideal candidate would be a former senior Marine Corps Aviation operations chief or aircrew with experience in Marine Corps aviation training commands. * Exceptional interpersonal communication skills and personable team player.
