Candidate will participate in providing policy and programmatic support to the DoD CIO and overseeing life-cycle management of the PNT Enterprise. Work focus areas include:
• Review Service POM submissions and draft program and budget issue papers to address critical resource shortfalls for GPS and other DoD PNT systems.
• Conduct economic/cost-benefit analyses of PNT services to both military and civil communities; operational analyses; testing and demonstration of PNT and NAVWAR services (including foreign PNT systems) for national defense and homeland security; and alternative governance/management structures for PNT systems/services to include GPS.
• Assists the DoD CIO in conducting assessments and analyses of emerging GPS, PNT, and NAVWAR technologies for application to current and future DoD PNT Enterprise systems. Participates in various DoD subgroups focused on Airspace and Procedures, National Airspace System (NAS) modernization initiatives, and Spectrum issues impacting DoD Positioning, Navigation, and Timing (PNT).
• Develop management procedures, processes, and maintain requisite technical capabilities to support the DoD CIO in all phases of the PPBE process. • Facilitates GPS testing and training capabilities in support of Navigation Warfare (NAVWAR) between DoD CIO, Federal Aviation Administration (FAA), and other interagency partners.
• Promote PNT resilience through drafting / editing of white papers, reports, staff packages for senior DoD leadership. Location
Pentagon Education and Experience
• Candidates shall possess a minimum of a Masters’ degree in a technical discipline from an accredited college. • Ability to demonstrate twelve (12) years of related experience. Qualifications
• Candidate possesses working knowledge of GPS and alternate sources of Positioning, Navigation and Timing (PNT) and its effect on Communications, Navigation & Surveillance and Air Traffic Management and combat operations. • Familiarity with GPS-aided precision munitions is a plus.
• Candidate has 3+ years’ experience in workflow management for DoD Executive Secretariat or equivalent. Required
• US Security Clearance TS/SCI eligibility. • Proficiency in all Microsoft Office applications.
• Ability to work in a team setting in a high-tempo environment is essential, along with strong communication and interpersonal skills. Desired
The ideal candidate has an aviation background (rated pilot or navigator) with Instrument Flight Rules (IFR) and Visual Flight Rules (VFR) experience in domestic and international airspace.
