Plains currently has an immediate opening for a Specialist, Environment to support the delivery of our environmental programs focusing on our Northern Alberta assets. 

Based out of our Plains Fort Saskatchewan Facility (PFS), you will be accountable for delivering programs in the areas of soils monitoring, groundwater monitoring, air emissions surveys, air monitoring, waste management, wastewater monitoring and surface water monitoring.  In addition, you will play a key role in the planning and execution of our Environmental Protection program to ensure we meet our OMS requirements, regulatory requirements and adhering to industry leading practices. #plains

Responsibilities:

  • In tandem with Corporate technical guidance provided, ensure the completion of monthly and annual regulatory reporting to the regulators as required within the operational licenses, including submissions of data and summaries of the programs mentioned previously.
  • Support operations in the pre-planning and execution of turnarounds, expansion projects, and daily needs etc. to ensure environmental compliance including the development of procedures.
  • Work with Plains Regulatory department to ensure Regulator notifications are completed such as flaring notifications and turn around notifications.
  • Review project scopes of work, select, and manage contractors, create, and track budget spends, request PO’s, schedule work, supervise work if required and review/approve invoices against PO’s.
  • Provide oversight and routine monitoring of operational tracking/monitoring requirements at the facilities, such as brine pond underdrain collection, wastewater sampling etc.
  • Reporting of noncompliance items to the regulator as required, and completing follow up related to incident until closure.
  • Key contact for site audits/approval audits conducted by the AER and complete required follow-up.
  • Provide guidance for operational permit renewals, amendments, and development, manage third party companies required to conduct this work.
  • Velocity incident management, action item assignment.
  • Maximo MOC reviews, PM development and completion.
  • Provide support to integrity digs, project safety plans, waste audits, bi-annual environmental inspections as per OMS and onsite supervision/assessment of our contractors.
  • Delivery of environmental orientations to existing and new hires as required.
  • Participate in weekly operational meetings, and Area Management Team (AMT) meetings, present bulletins and provide guidance related to changes in regulations or to raise awareness on potential risks or environmental considerations.
  • Provide guidance/supervision or potentially manage environmental projects as the project manager. These can be projects related to monitoring programs that require boreholes/monitoring well installations, surface water containment projects or other construction projects.
  • As part of the Plains Operations Management System - Champion the Environmental Protection Program (EPP) and HSE Policy in areas supported.
  • Support and provide guidance on the environmental inspection program and work with operations to ensure regular inspections are completed.
  • Cross train Health and Safety accountabilities

Qualifications:

  • Post-secondary education in a related discipline;
  • 7+ years of progressive technical and operational field-based experience related to environmental compliance programs at NGL facilities, oil transportation including pipeline and trucking.  
  • Proficiency in the coordination and budgetary support of environmental programs such as soils and groundwater monitoring, waste management, wastewater monitoring, surface water monitoring and data collection
  • Experience with preparation and submission of monthly and annual approval reporting obligations;
  • Firm understanding of regulatory approvals and able to support operations in ensuring compliance with approval conditions
  • Understanding of spill remediation and general incident response processes;
  • Understanding of air emissions monitoring and reporting requirements at oil and gas facility sites;
  • Comfortable working independently in a fast paced environment;
  • Highly organized with strong communication skills written and oral;
  • Direct operational experience would be an asset;
  • Proficiency in the use of Microsoft Office applications (Excel, Word, PowerPoint, etc.);  
  • A team player who thrives in a busy environment with multiple priorities; and
  • Build and maintain positive relationships with internal and external stakeholders
  • Valid driver’s license with a clean abstract;
  • Cleared criminal history (background) and satisfactory reference checks
