Job Description
Assist the Government Design Manager (DM) with the planning, scope development, budget development, and contract oversight of significant Engineering design deliverables in coordination with the customer, the project manager and other project team members as it impacts project quality, cost and schedule. Assist the Government DMs in the preparation of design budgets and design schedules. Support and maintain schedules by Government DMs and PMs for all design QA review packages and report accurate and up to date schedules in appropriate management systems. Notify Government staff immediately of any potential schedule delays or impacts with suggestions for plans to resolve the delays and impacts.
Effectively manage tasks to achieve quality products including managing the design review process to minimize impacts the project schedules. Track design submittals making sure they are on time, complete, and distributed to all appropriate reviewers to minimize impacts to project cost and schedule. Coordinate design reviews using Dr Checks and manage the design review process to maintain schedules. After completion of design reviews, evaluate review comments, lead on-board review meetings to support MED as necessary and facilitate the resolution of any design issues related to the all over baseline cost estimate and schedule. Ensure all review comments are satisfactorily addressed prior to design completion. Brief project team as necessary on project status.
Support the Government DM in the Development and maintenance of accurate budgets reflecting all facets of the project. Review assigned invoices and make recommendations regarding payment of invoices. Provide support to USACE personnel in the Use Corps of Engineers Financial Management System (CEFMS) as appropriate.
Support the management of design by effectively coordinating issues to minimize project impacts. Maintain a high level of ethical and professional standards. Develop and maintain good working relationships with all project team members. Inform Government management of significant circumstances and issues that impact designs along with analyses of alternatives and recommended actions. Communicate effectively both orally and in writing.
Support the Government DM at regularly scheduled meetings with ideas and solutions, not just problem identification.
Support the MED project manager at project review meetings and conferences.
Provide technical support and guidance on design related issues that impact project cost and schedule.
Prepare a Design Management Plan (DMP) which includes Quality Assurance activity planning relate to maintaining and project cost and schedule. Support the development of project management plans when needed.
Develop an Issue Tracking System, as a chapter in the DMP, which identifies the issue, who initiated it, who is responsible to close it, date of initiation, date of close, priority, and impact if not achieved. The system shall toggle open to closed issues, so that ah historic record of issues and issue management will be maintained.
Prepare weekly, monthly, and quarterly Design Management “dashboard” reports, with appropriate level of detail back up and present the reports at regularly scheduled weekly, monthly, and quarterly review meetings.
Prepare project briefings as required.
Review project schedules and interface with USACE personnel and/or clients to address issues, concerns and changes.
Review cost analyses/reports to assist management with the effective execution of projects.
Control project scope and implement change control as required.
Understand and help to manage risk items that relate to project elements.
Provide other project management services as required. Job Requirements
Degree in Architecture or Engineering. Will consider other 4-year related degrees (e.g., Construction Management) depending upon relevant experience. The successful candidate should have experience 10 years managing A-E design projects in compliance with UFCs for DoD facilities and infrastructure, familiarity with FAR contracting/procurement requirements, A-E design standards, cost engineering, OCONUS construction requirements, and project management.
