Job Type: Regular Position Description RAND is seeking a savvy and experienced Legislative Analyst III to support congressional outreach on science and technology policy, including artificial intelligence, biosecurity, cybersecurity, data privacy, and innovation policy, as a member of our team of seasoned policy professionals in the Office of Congressional Relations (OCR). OCR, as part of RAND's Communications and External Affairs (CEA), supports RAND's mission through developing and executing strategies for expanding awareness, appreciation, and, ultimately, use of RAND's research and expertise by policymakers and staff on Capitol Hill. Our work is strictly nonpartisan and we are committed to serving as a premiere nonpartisan source of high-quality and objective public policy research and analysis. Legislative analysts are responsible for a set of issues, identifying impact windows for relevant RAND research on Capitol Hill and effectively designing outreach strategies and materials to provide policy-relevant insights and research findings to Congress to inform policymaking decisions. Successful legislative analysts will possess strong relationships with key staff and understand congressional processes and culture to target outreach for the greatest potential impact. Paramount to this position is the ability to clearly, accurately, and concisely summarize complex research into accessible and actionable information for a legislative audience. Legislative analysts are also responsible for ensuring RAND's activities are conducted on a nonpartisan basis, provide no special advantage to any political or commercial interest, and for upholding RAND's commitment to providing high-quality and objective public policy research and analysis. This individual will work closely with senior researchers and leadership of research divisions to identify technology-related research for promotion, generate innovative ideas for additional outreach, and communicate both upcoming opportunities and recent successful examples of impact internally throughout RAND. This individual will also collaborate with their colleagues across the CEA to maximize the reach of RAND's technology research on Capitol Hill. The responsibilities for this exciting opportunity include, but are not limited to, the following: * Developing and implementing strategies for promoting the awareness and use of RAND's research and expertise by members of Congress, committees, and their staff. Such strategies may include convening meetings and briefings with elected officials and staff featuring RAND experts and targeting distribution of legislatively-relevant RAND research reports to Hill offices and committees, among other endeavors.
* Analyzing and tracking key legislation and policy debates to identify potential areas of impact for RAND research.
* Identifying new opportunities for RAND to provide input into congressional policymaking.
* Expanding and strengthening RAND's network of legislative contacts on Capitol Hill.
* Cultivating opportunities for RAND researchers to deliver testimony before congressional committees.
* Serve as a go-to resource for RAND researchers by keeping experts apprised of topics of interest and debate in Congress.

* Significant expertise in congressional policymaking and congressional operations.
* Previous experience and current understanding of congressional technology policy priorities, including artificial intelligence, biosecurity, data privacy, telecommunications, cybersecurity, and innovation policy.

Familiarity with nonprofit research institutions, nonpartisan organizations, or federally funded research and development centers is a plus. Education Requirements A Bachelor's degree is required. An advanced degree in a related field is preferred. Experience Minimum of 3 years related experience is required for this position with 6-8 years of experience preferred. Must include service in a technology policy role in a congressional office or related position. Security Clearance The ability to obtain or maintain a security clearance is required for this position. U.S. citizenship is required to obtain and maintain a government security clearance. Location The position will be located in RAND's Arlington, VA office. This position is eligible for RAND's hybrid work environment, which enables a blend of on-site and remote work. Some onsite presence will be required to meet business needs, including on an ad-hoc basis; onsite needs will vary from month to month. Salary Range: $85,700 - 124,700 RAND considers a variety of factors when formulating an offer, including, but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
