The Information Technology Department

The Ideal Candidate

We seek a creative and dynamic leader to motivate, inspire, and align development teams toward mission-critical objectives. This leader will devise strategies to support teams in modernizing legacy applications and transitioning to cloud computing and drive collaboration to help teams leverage AI code generation tools. Additionally, they will partner with the County s Data Team to utilize modern data technologies, to empower various teams to enhance reporting and analytics within their domains.

Responsibilities:

  • Communicates with various department stakeholders to assess business needs and goals.
  • Manages one or more development teams within the Information Technology Department.
  • Manages users and systems requirements and analysis, applications development and maintenance, software systems operations and support, and system administration.
  • Performs long and short-range strategy planning for developing scalable software products and services, ensuring projects are delivered on time and within budget while meeting quality standards and business objectives.
  • Participates in the development, management and implementation of the department s overall strategy, goals, and objectives by managing the business application project workload and priorities.
  • Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignments, termination, and disciplinary actions; coordinates subordinate work assignments and reviews work to assure accuracy, completeness and compliance with established standards, requirements, and procedures.
  • Meets and consults with customers and vendors regarding service delivery needs and expectations.
  • Assists County departments with their information security awareness, business continuity and disaster recovery planning efforts.
  • Prepares and administers assigned areas of the budget; prepares or supervises the preparation of special studies and reports.
  • Plans and controls development sprints, oversees quality assurance, manages automated testing, and communicates progress with executive leaders.
  • May act for a Deputy Director as needed.
  • Performs other work as required.

Technically, possess experience in one or more of the following:

  • Microsoft M365 and Power Platform,
  • Active Directory and Identity Access Governance
  • Microsoft Visual Studio and .NET Frameworks.
  • Angular Framework, TypeScript, JavaScript, HTML, XML, JSON, SOAP, and RESTful web services.
  • SQL Server Management Studio to develop and maintain queries and stored procedures.
  • Application Management, configuration, integration, deployment, troubleshooting.
  • Understanding and proficient at managing the Agile Scrum software engineering development lifecycle.
  • Knowledge of data security and data ETL processes.
  • SQL Server Integration Services, SQL Server Reporting Services, and Power BI
  • Azure DevOps, GitHub, and/or Copilot.
Education and Experience

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:


Graduation from an accredited college or university with a bachelor s degree in computer science, information systems, computer engineering, system analysis, or a related field AND;
5 years of experience in either a management role OR technical leadership role related to data and systems architecture design and deployment, systems lifecycle management, project or portfolio management, information security, or infrastructure planning and operations.

Licenses and Certificates

Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment.
