This is a hybrid position requiring work at the Navy Yard 3 days per week. Serco is seeking a senior modernization planner military analyst manager to support the US Navy NAVSEA 21 contract with their Surface Ship Modernization Program which leads and integrates all surface ship modernization policy, planning, and execution. As a senior member of the PMS 421 modernization team, the candidate shall be an expert on the Navy modernization process for cruisers/destroyers, including budgeting, engineering issue resolution, and briefing the Major Program Manager and Fleet modernization stakeholders. You will provide programmatic, engineering, budgeting, and logistics support to the PAPM in addressing issues on large surface combatants. You will work directly with Fleet Commander senior staff members and Type Commander senior staff members to liaise on modernization issues impacting Fleet readiness. You will be a part of a large planning team embedded with our customer to deliver quality systems on time and on budget. Matt Weber is the senior manager for the team; he possesses many years of experience supporting shipyard modernization and is a Navy veteran. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program. Under the direction of the PMS 421 Director for Modernization, the military analyst performs multi-faceted assignments requiring the analysis of complex systems and projects with rigor and attention to detail. You must be able to assess future requirements and recommend the feasibility of proposed approaches to solve problems. In this role, you will: * Support the Director for Modernization to develop and maintain product line funded / unfunded requirements for annual input and quarterly updates to program office Financial Division to fund resolution of fleet issues. * Acquire input through PMR interactions with Fleet, monitoring of ship material condition, and Strategic Planning Conferences and resolve highly complex problems. Anticipate problems and develop prioritized sound solutions and action plans that result in prototype and SHIPALT development leading to program / mission accomplishment. Implement strategic plans within and across organizational components such as Planning Yards (PYs), Naval Surface Warfare Centers (NSWC), and numerous Alteration Installation Teams (AITs). * Assist the Director for Modernization on all Fleet Readiness related issues on assigned product lines including strategic Ship Class policies. Actively monitor daily status of all assigned product lines and assist with resolution of Casualty Reports (CASREPs) on deployed ships and provide written as well as oral input to Commander, Naval Sea Systems Command (COMNAVSEA). * Prepare written presentations, communicating the Program Manager's position on various life cycle management issues to senior DoN personnel including Assistant Secretary of the Navy (Research, Development, and Acquisition), Commander Pacific Fleet, Commander Naval Surface Forces Atlantic, Numbered Fleet Commanders, Program Executive Officers, and COMNAVSEA. * Provide technical guidance and evaluate work products prepared by several contractor and field activity logistics functional specialists and technical specialists consistent with the terms of approved contracts and Federal Acquisition Regulations and provide recommendations to Director for Modernization. * Demonstrate the initiative to self-start, when required, with little to no direction or guidance. Qualifications To be successful in this role, you will have: * An Active DoD Govt Issued Secret Clearance * A Bachelor's degree plus 10-12 years directly relevant work experience * In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. * Must be a retired 05/06 Navy Officer (preferably ED or NAVSEA Program Office) or GS14/15 NAVSEA Program Office employee. * Ability to travel up to 25% Additional desired experience and skills: * Have a Navy Surface Warfare background. * PPBS experience. * Be very familiar and experienced with the Navy CNO Availability planning process, Joint Force Maintenance Manual and Navy Modernization planning process. * Be well versed in data collection and data entry and production of senior level briefing material appropriate for the CNO/SecNav staff and Congressional level. * Provide direction, training, and assistance to other project staff.
