SMX is seeking a Business & Financial Operations Program Specialist to support SOCPAC acquisition programs. The contractor will provide technical assistance and synchronization of acquisition requirements and programs, to include requirement processing, contract administration, contract personnel accountability, lease coordination & tracking, and performance tracking and coordination among the Government Lead. This position requires a DoD Secret Security clearance with the ability to obtain a TS/SCI clearance which requires US citizenship for work on DoD contracts. Essential Duties & Responsibilities * Assist the Government in drafting/coordinating procurement ready package documentation, including but not limited to consolidating applicable USINDOPACOM requirement descriptions and requisite support documentation, coordinating with end users to help ensure proper safeguards, oversight, and salient characteristics are included in requirements packages, acting as a liaison to the Contracting community to assist with Contracting/Acquisition support functions and integration of current Contracting concepts, procedures, and templates into the requirements process * Assist the Government in maintaining a current by name list of contractor personnel, ensuring the Government has an accurate list of names and contact information of those in government workspaces and when required, contractor augmented workspaces * Monitor acquisition policies and policy changes regarding service support contracting and assist the Government in ensuring consistency between DoD, USINDOPACOM and Department of the Navy policies Report new & existing policies and assist in coordinating implementation Provide research guidance and draft recommendation on DoD-mandated service contract regulations for Government approval * Assist with developing/maintaining USINDOPACOM contract progress reports The report shall synopsize funds committed, funds obligated, funds paid on a year-to-date basis, and progress milestones/deliverables met year to date * Assist with managing quarterly requirement review boards and staff updates (meeting scheduling, chart consolidation, information collecting, presentation development, action item tracking, minutes development, and other actions necessary to meet USINDOPACOM standard operating procedures) * Assist with synchronizing funding and contract estimates between USINDOPACOM Directorates Retrieve and communicate cost and acquisition timelines from contract agencies Assist in developing courses of action through USINDOPACOM Comptroller, Directorate Resource Managers, and related Contracting Activities, to include the responsible Contracting Officer (CO), nominated/appointed Contracting Officer Representatives (CORs), Technical Points of Contact (TPOCs), etc * Maintain a documented Contract Menu of available options for utilizing existing Contract vehicles already awarded; including ceiling, fees, scope, etc and pre-award information for known Contracting partners that have potential shared equities with USINDOPACOM that may be a viable execution path for future requirements * Working with pertinent departments to ensure expenditures are made within approved budgets and review necessary financial documents to identify any problems or trends that may affect the programs finances * Work with other Program Managers in the development and management of project plans, timelines, and budgets for major programs * Prepare reports, presentations, and other materials pertinent to major program oversight for stakeholders and senior leadership * CONUS and OCONUS travel may be required Required Skills & Experience * Clearance required: Secret with the ability to obtain a TS/SCI * Bachelor's degree in a business discipline or 8 years' experience in contracting, project/program management or related field * Military experience, specifically SOF highly desired * Skilled in Microsoft Office Suite Programs * Possess contracting and business acumen; prefer DoD background * Experience with budget planning and execution for major programs * Strong communication skills, verbally and in written format, for supporting report development * Must be able to take initiative and work independently * Must have the ability to multitask and work effectively, both individually and as a member of a project team, while ensuring timely completion of assignments * Ability to interact with internal and external customers * US Passport is required; candidate must process to attain a US passport during onboarding if does not already have one Desired Skills & Experience * Military experience, specifically SOF highly desired Application Deadline: October 28, 2024 #LI-AP1 #CJPOST The SMX salary determination process takes into account a number of factors, including but not limited to, geographic location, Federal Government contract labor categories, relevant prior work experience, specific skills, education and certifications.
