IT Data Management - Senior/Specialist (ITDMSS/ETS)

This position performs senior-level development functions including building out ETL processes, migrating large amounts of data, building out custom applications, and running reports. Technology used in these processes include Snowflake, AWS, .NET, Visual Studio, SQL, Power BI, and Edifecs. The ideal candidate will bring experience with large data projects, health data, cloud computing, and integration. About the division:

The Enterprise Technology Services (ETS) division is the agency's designated technology provider for the Health Care Authority (HCA). Integration Development Services (IDS) is the core work unit within ETS that delivers innovative and professional Information Technology (IT) software and integration solutions that support the mission of HCA divisions and business groups. IDS leverages employee expertise in software design and architecture as well as integration of IT resources to engineer high-quality, cost-effective solutions in partnership with business and project stakeholders.

About the position:
The goal of this position is to design, implement, and support a series of data collection and validation services. Currently, HCA's selected vendor to supply these services is Edifecs. This position will be the senior designer and developer of the data collection methods and tools used to provide data to program managers and data analysts at both HCA and potentially other state agencies, such as the Department of Social and Health Services (DSHS). This position is lead for data ingestion and management needs associated with the high-profile Health Care Cost Transparency initiative, which addresses health care affordability for all Washingtonians.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

DUTIES
Some of what you will do:
  • Serve as senior developer of HCA data collection and validation solutions using procured Edifecs Structured DataCapture (SDC) and XEngine (XESaaS) for various business programs.
  • Act as the senior technical resource in the requirements gathering, design, architecture and deployment of agency procured SaaS solutions that support business requirements.
  • Develop, track, test, and implement system configurations and functionality.
  • Consult with business owners/users to translate business requirements and offerings into system functionality and automation.
  • Author and maintain technical documentation for data collection and validation solutions.
  • Conduct periodic end user training.
  • Apply skills and expertise in programming HTML, CSS, JavaScript, jQuery, and related frameworks and technologies.
  • Develop web forms, complete configuration, testing, and implementation of components using the Edifecs SDC (data collection) and XESaaS (data validation) solutions.
  • Develop data policies, UI actions, business rules, and client scripts.
  • Utilize agency release management processes.
  • Advise ETS technical staff, management, and business sections on the current and future design of the agency's SaaS data collection environment.
  • Analyze, research, design, document, install, and implement complex, multi-server, multi-vendor applications, in conjunction with other architects, which are tightly integrated with technical solutions for HCA's end-user enterprise computing environment.
  • Configure data collection and validation engines.
  • Configure data quality and validation rules within solution based on agreed upon edits.
  • Design, develop, test, implement, and modify/maintain the database and model-driven application architecture solutions for high-risk, high-visibility multi-dimensional web-enabled information systems built with Microsoft C#, ASP.NET, MVC, Razor, Webforms, Entity Framework, LINQ, JavaScript/jQuery, Bootstrap, Microsoft SQL Server RDBMS, Transact-SQL, SQL Server Integration Services, SQL Server Reporting Services, and RESTful web service technologies.
QUALIFICATIONS
Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:
  • Twelve (12) years of progressive professional IT experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.


Option 2:
  • Associate degree in computer science or related field and
  • Ten (10) years of progressive professional IT experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.

Option 3:
  • Bachelor's degree in computer science or related field and
  • Eight (8) years of progressive professional IT experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.

Option 4:
  • Master's degree in computer science or related field and
  • Six (6) years of progressive professional IT experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.

Option 5:
  • Doctoral degree in computer science or related field and
  • Five (5) years of progressive professional IT experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.

Option 6:
  • Three (3) years as a journey level IT professional in state service.


Qualifying candidates will also satisfy all of the following qualifications. Experience may be gained concurrently with requirements above:
  • Working-level knowledge of serving as a project lead and associated responsibilities.
  • Five (5) years of experience with applications development with Microsoft Visual Studio, C# and .NET technologies, including software design patterns, Microsoft SQL Server, including relational database design and modeling, writing TSQL queries, developing Microsoft SQL Reporting Services and Microsoft SQL Integration Services solutions.
  • Two (2) years of experience with Software Development Lifecycle Management (SDLC)
  • Experience with data ingestion and querying tools like SQL and SSIS.
  • Experience with Electronic Data Interchange (EDI) technologies.

Required competencies:
  • Knowledge of quality application design and development best practices.
  • Knowledge of data management and integration best practices, principles, and standards.
  • Knowledge of data ingestion methodologies.
  • Knowledge of agile development and/or Dev/Ops methodologies.
  • Advanced knowledge, skill, and ability in relational database design and development.
  • Advanced knowledge, skill, and ability in C# programming and ASP.NET solution development.
  • Ability to communicate with business analysts and the business to ensure technological solutions meet the needs of the many HCA programs.
  • Ability to navigate complex problems or issues when dealing with multiple stakeholders and business user.
  • Ability to handle multiple priorities and tasks.
  • Ability to work in a team environment and ensure open communications with senior developer and supervisor.

Preferred qualifications:
  • Experience with big data and/or healthcare data projects.
  • Experience with Snowflake.
  • Experience with Edifecs and/or BizTalk.
  • Experience in cloud computing and architectures.
  • Experience designing, developing, testing, implementing, and managing large scale development and integration projects.
