Overview We are seeking a Civil Engineer to analyze, validate, and refine government requirements for infrastructure engineering and cost to develop, integrate, and field DoD nuclear weapons. The Civil Engineer must have demonstrated systems engineering and cost analyst experience working on infrastructure, preferably relating to weapon systems, specifically ICBMs, including training, testing and support facilities. Remote work is generally not feasible due to the sensitive nature of the program and data. * Ability to decipher and diagnose possible reuse of existing infrastructure within the ICBM network. Review the cost impacts of reuse vs new infrastructure. (One of this program's goals is to reuse as much existing infrastructure as possible in supporting the upgrade of the weapons system.)
* Ability to integrate with an evolving team to create the most cost-effective solution that meets the government's budget, timelines, and system requirements while producing a finished result that is based on clear and concise decisions. * Ability to review and assess contractor estimates for material quantities and installation labor for completeness and reasonableness. * Determine quantities and costs of materials, equipment, and labor for assigned projects.
* Conceptualize construction-based projects with minimal information.
* Perform Site Survey Reviews at assigned bases.
* Relate weapon system requirements to construction requirements and local codes; document major issues potentially impacting the weapons system. * Review Air Force site data for base-specific installation design. * Participate in collaborative installation planning efforts and product team meetings.
* Review contractor plans and documentation packages for infrastructure design.
* Analyze contractor plans and documentation packages for cost estimates.
* Utilize latest construction estimating techniques to develop sound independent estimates.
* Learn and utilize cost estimating software, including construction software, and conduct research using various estimating sources.
* Participate in Business Case Analysis (BCA), Analysis of Alternatives (AOA), and risk analysis.
* Review Cost Analysis Requirements Documents (CARDS). * Bachelor's Degree in Civil Engineering, other engineering discipline, or related field.
* Familiarity with data analysis and construction cost estimating.
* Excellent oral and written communication skills.
* Exceptionally strong analytical skills and attention to detail.
* Ability to conduct site visits and document general take-offs to create estimates.
* Must possess or be eligible to obtain and maintain a DoD clearance.

* Ability to use estimating software that utilizes RS Means Construction Cost Data or other historical databases.
* Experience working with Air Force civil engineering, Army Corps of Engineers, or the commercial world equivalent, especially in construction design review and cost estimates.
* Use of digital quantity take-off software.
* Experience with DoD projects.
* Ability to work independently and coordinate high-level activities.
* Self-starter with the ability to manage multiple complex projects simultaneously.
* Working knowledge of Microsoft computer programs such as Outlook, Excel, Word, and Power Point. Education Bachelor's degree required, preferably in math, engineering, business, or the sciences.
