Information Technology Project Manager

Under the direction of the Information Technology Assistant Director or designee, with wide latitude for independent decisions, plans, directs, and coordinates activities of a designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters. Projects may involve major modifications to existing systems or the implementation of discrete new IT facilities or systems. May coordinate project activities with agencies outside of the department. Incumbent can manage all portions of a project from the initial fact-gathering meeting, through post-implementation review.

Distinguishing Characteristics

This class is distinguished by its ability to perform complex, diverse IT tasks with a high degree of skill and creativity, working closely with internal divisions and external agencies to implement or upgrade healthcare operational and business applications, hardware, networks, and facilities.

Minimum Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university with a major in Accounting, Business Administration, Public Administration, Health Care Administration, Computer Science, Management Information Systems or a closely related field.

Experience: Five (5) years of full-time or its equivalent experience as a project manager or health systems analyst leading and managing projects, working with end users to extract, document and optimize data flow, implement systems, and support applications and databases.

Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major.

Typical Tasks

• Develops, reviews project proposal or plan to determine time frame, funding requirements, sources, and limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project

• Manages or oversees the implementation and integration of assigned projects from inception to user sign-off. Acts as liaison between users, designers, technical personnel, and vendors.

• Establishes work plan and staffing for each phase of project, and arranges for selection or assignment of project personnel

• Confers with project staff to outline work plan and to assign duties, responsibilities, and scope of authority

• Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget

• Prepares status reports and modifies schedules or plans as required and prepares project reports for management, client, or others

• Confers with project personnel to provide technical advice and to resolve problems

• Attends planning and construction meetings

• Coordinates technical aspects of information technology and telecommunications projects

• Meets with users to determine needs

• Establishes performance criteria, ensuring that customer and Health Services requirements are being met. Works with requestor to define project scope and prepare project specifications. Conducts project meetings, and coordinates procurement, as appropriate.

• Oversees all aspects of the day-to-day management of projects; directs the completion of milestones throughout a project including the work of internal and external sub-contractors such as cable installation, maintenance, programmers, etc.

• Interacts with intra-department and external vendors and customers.

• Maintains project information database for all projects and performs general upkeep of project information database records and reports

• Is primary contact to analyze needs of users. Follows up with users and expedites requested action when necessary. Meets regularly with IS managers to review current projects, priorities and problems.

• Participates in the planning and formulation of design alternatives and solutions for projects; provides conceptual estimates, feasibility studies, and cost estimates

• Researches and prepares various reports pertaining to operations, equipment, policies, procedures, and/or other issues, as appropriate

• Performs other related duties to support the scope of services

• Provides and promotes excellence in customer service for both internal and external customers
