Telum is seeking a highly experienced Program Manager to oversee the execution of all performance, training development, and operational support for a Government customer contract at Pope Army Airfield, NC. The Program Manager will serve as the primary point of contact between OTA and the Contracting Officer (CO), Contracting Officer’s Representative (COR), and government stakeholders. This role is critical for ensuring all contract requirements are met, including planning, scheduling, managing resources, and delivering exceptional training and technical support. This position is contingent upon contract award. Responsibilities Oversee all aspects of contract execution, ensuring compliance with Performance Work Statement (PWS) requirements, including cost, schedule, and staffing performance.
Serve as the primary point of contact for all contract-related functions, managing relationships with the COR, CO, and other government officials.
Lead a team of instructors and support staff responsible for the development and delivery of Tactical Data Link (TDL) and Joint Interface Control Officer (JICO) training.
Ensure high-quality training and certification of all contractor personnel required for course instruction.
Supervise the planning and execution of Mobile Training Teams (MTTs), distance learning, and in-residence courses, ensuring all logistical and operational support needs are met.
Prepare and present reports, including weekly, monthly, and quarterly status updates on contract performance, resource expenditures, and operational activities.
Ensure adherence to government directives and policies, maintain compliance with security regulations, and manage the use of government-furnished equipment (GFE).
Develop and implement strategies to mitigate risks, maintain operational continuity, and meet evolving customer needs. Required Qualifications Active Secret clearance or the ability to obtain one, and with the ability to obtain a Top Secret clearance.
Bachelor’s degree or equivalent experience in Business, Engineering, or a related field.
A minimum of 10 years of leadership and program management experience supporting DoD programs, with specific experience in training development and operational support.
???????Minimum of fifteen (15) years’ experience in directing large analysis efforts in defense acquisition and sustainment programs, including ten (10) years of demonstrated management experience or project level management in major systems.
Must be knowledgeable of the program acquisition life cycle process as addressed in the DoDD 5000 series.
This position also requires knowledge of the Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to weapon systems procurement and production.
The Program Manager shall be knowledgeable of overall organization, direction, and requirements of the contract efforts. Experience in interfacing directly with the government designated representatives and supervising various task order activities is also required.
