Job Summary: The SME will independently provide expert guidance and support to the Chief Inspector for the full range of Video Operations and intelligence technologies in complex criminal investigations, special operations, protection operations and countermeasure operations. Essential Functions: * Represent Video Surveillance Unit as Technical Video Subject Matter Expert on the Adaptive Radio Working Group which is responsible for designing, testing, and implementing Adaptive CentralReceive.
* Attend classified project meetings and various classified working groups when requested and provide a briefing of the meeting.
* Conduct research and development and make recommendations to Chief Inspector.
* Assist Chief Inspector in the Management of funding and ensure compliance to narrow expenditure parameters.
* Coordinate with Spectrum Relocation Office and Spectrum Working Group.
* Coordinate UFMS quarterly reporting requirement to the Spectrum Relocation Office and biannually reporting to Office of Management and Budget.
* Plan, implement and install AWS in 56 cities.
* Coordinate the use of spectrum with other DOJ components.
* Draft and develop training manuals and materials involving AWS spectrum video.
* Research and evaluate replacement video components in remaining USG spectrum.
* Research, implement, maintain and train USMS criminal investigators on Video Management System operations.
* Build, test and deploy new video operations platforms.
* Train USMS personnel on the deployment of Adaptive Central Receive and new video operations platforms.
* Implement & maintain USMS backhaul transport to the Adaptive Central Receive peering points.
* Ensure all USMS video operations are captured in video management system and investigative case management system (Capture).
* Troubleshoot and correct problems related to video operations.
* Deploy Adaptive Central Receive subscribers, Point-to-Point, Mesh, and covert video platforms.
* Install overt and covert video payloads.
* Provide analysis of the overall technology trends and threats developing that may affect the USMS video collection capability.
* Assist and provide daily guidance on managing current technology trends to meet video collections requirements in support of the USMS mission.
* Respond to USMS law enforcement operations to provide technical assistance with the installation of video intelligence collection platforms as the mission requires.
* Must be able to obtain a certification in Technical Installation in a High Voltage environment orindustry equivalent.
* Required to operate a specialized government vehicle with an aerial platform.
* Travel on short notice. Extended TDY. 40+ plus work week w/weekends & holidays. 100% on-site.
* Other duties as assigned.
Knowledge Skills and Experience: * A minimum of ten years Federal Law Enforcement experience.
* A minimum of five years of experience in the management of technical video operations.
* Any combination of Master's Degree, Bachelor's Degree, Associates Degree, with additional qualifying experience, and training relevant to job description.
* Experience working with and collaborating with the US Intelligence Community and/or Joint Special Operations Command.
* Experience in managing unclassified and classified projects.
* Willingness to work in a high crime environment.
* Knowledge and experience in electronic surveillance equipment and techniques utilized by the USMS.
* Active Top Secret/SCI clearance or ability to obtain and maintain
Preferred Qualifications: * 15 years of experience in a highly specialized professional position.
* Ability to provide expert support, analysis, and research into multifaceted problems and processes.
* Specialized in complex subject matter area with proven ability to provide expert functional/technical direction and guidance.
* Must possess a complete understanding and wide experience in the application of relevant principles, theories, and concepts. Independently develops solutions and provides industry-proven recommendations.
