Job Summary: The Video System Engineer (VSE) will independently provide expert guidance and support to the Chief Inspector AWS III and leadership on the full range of technologies used in complex criminal investigations, special operations, protection operations and counter measure operations. Essential Functions: * Provide recommendations to Chief Inspector on technological trends and threats thatmay affect the USMS mission based on industry standards and legacy infrastructure.
* Report directly to Chief Inspector. Work location determined by Chief Inspector.
* Participate on the AWS III Adaptive Radio Working Group.
* Plan and implement USMS' strategy in the DOJ cooperative AWS III /Adaptive Central Receive (ACR) system in designated cities.
* Establish and maintain USMS connectivity to the Adaptive Central Receive system and liaison with other DOJ entities.
* Provide expert level support in the programming of ACR capable equipment and software, to include Brontes, Nemos and other Janteq products and systems.
* Assist Chief Inspector in the management of AWS III funding and ensure compliance to AWS III reporting parameters.
* Draft and develop training manuals and materials involving AWS III spectrum video.
* Train USMS personnel on the deployment of Adaptive Central Receive and new videooperations platforms.
* Video Network Infrastructure, Collection and Storage System
* Respond to USMS law enforcement operations with technical assistance using video collection platforms as the mission requires.
* Build, test and deploy new video operations platforms compatible with legacy infrastructure. Collect video and authenticate video evidence as needed.
* Install, configure and support network equipment including routers, switches, modems, VPNs,Firewalls, Proxy Servers, and other common hardware.
* Conduct network modeling and analysis to construct a reliable, high-performance integrated network. Determine network bandwidth needs and recommend measures to meet those requirements.
* Troubleshoot, diagnose, and resolve issues that disrupt or degrade Video network operations.
* Maintain of all components of video program computer networks, and their contiguous systems, performing disaster recovery operations, data backups, and system security.
* Establish and enforce network security policies per DOJ and USMS guidelines.
* Attend classified project meetings and various classified working groups when requested andprovide a briefing of the meeting.
* Remain current in job knowledge by participating in educational opportunities, reading professional publications, and participating in professional organizations.
* Operate a specialized government vehicle with an aerial platform.
* Make decisions absent the direct supervision by Chief Inspector or management
* Travel (short notice, extended time-period)
* 40 hour work week, 100% on-site

Knowledge Skills and Experience: * A minimum of ten years Department of Defense or Federal Law Enforcement experience
* A minimum of five years of experience in the management of network operations, IT security or systems support. Network Engineer experience preferred.
* Any combination of Master's Degree, Bachelor's Degree, Associates Degree, with additional qualifying experience, and training relevant to job description.
* Bachelor's degree in science or information technology related field of study with a network engineering focus, graduate degree preferred.
* Additional certifications preferred, include CISCO Certified Network Professional (CCNP) or CISCO Certified Internet Working Expert (CCIE) Certification Cisco Certified NetworkAssociate (CCNA), Cisco Certified Network Professional (CCNP), Microsoft Certified Solutions Expert (MCSE), Microsoft Certified Solutions Associate (MCSA), CompTIA Network+
* Advance certification and additional years of experience in lieu of degree will be considered.
* Must possess a complete understanding and wide experience in the application of relevant networking principles, theories, and concepts.
* Experience working with and collaborating with the US Intelligence Community and/or Joint Special Operations Command.
* Experience in managing unclassified and classified projects.
* Willingness to work in a high crime environment
* Knowledge and experience in electronic surveillance equipment and techniques utilized by the USMS
* Due to the required daily and direct coordination with federal agency, headquarters elements, management/personnel, and necessary access to existing equipment, the contractor will require TS/SCI Clearance and unescorted access to facilities.
