Bennett Aerospace Inc., a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, has an opening for a highly motivated a full-time Intelligence Security Specialist/Foreign Disclosure Representative specializing in Research and Technology Protection to support the Future Vertical Lift Cross Functional Team (FVL CFT), Redstone Arsenal, Huntsville, AL. United States (U.S.) Army Futures Command (AFC) conducts full spectrum research and technology threat protection (RTP) activities, which include RTP, intelligence analytics, and intelligence security (foreign disclosure representative) personnel services. The primary function is to raise the performance level of Army modernization technology protection activities Army-wide, concurrently while operating in conjunction with the AFC Headquarters (HQ), its subordinate organizations, and related stakeholders. The U.S. AFC HQ geographically dispersed research laboratories and engineering centers are developing advanced technology that will form the heart of the Army's future fighting force. Identification and protection of those technologies are essential to the Army's mission and capabilities. It is also essential that the Army understands the effect of the compromise to the supply chain and readiness of the future force should any adversary unlawfully acquire knowledge of the U.S. advanced technologies. AFC HQ and its Major Subordinate Commands (MSC) require an integrated RTP program with the ability to perform these critical missions with a high degree of confidence of success. Position Responsibilities: * Receive, record, track, coordinate, process, and disseminate all request for release of classified information within HQ AFC DOIS or CFT for which they are assigned. * Ensure all disclosures or releases of classified information are IAW National Disclosure Policy 1 (NDP-1). * Ensure all disclosures or releases of classified information occur in a Government to Government forum. At no time, should classified information be provided to the foreign entity or partner. * Maintain a record of all original request for disclosure and a copy of any modified or edited to include a copy of the final approved product. * Maintain a copy of all original and final approved products for a period of one (1) year from date of disclosure. * Attend Government provided Foreign Disclosure training and certification within 30 calendar days of task order award, or 30 calendar days after the start of employment, whichever is later. Once training is completed, the Contractor shall be issued a Delegation of Disclosure Authorization Letter (DDL) issuing limited disclosure and release authority IAW HQ AFC Foreign Disclosure Officer guidelines. * Coordinate with Government officials requests for foreign disclosure, the foreign disclosure officer will have access to aforementioned scheduled events to ensure foreign partners are cleared for access. The Contractor shall function as SME in foreign disclosure with regard to general and particular areas of the CFT's mission so as to be able to protect technology and U.S. classified military information (CMI) while balancing determinations with disclosure authorities, sensitivities, and disclosure criteria and prohibitions; i.e. function within parameters of a DDL to make recommendations to government leads with regard to disclosure/release; includes reviews of CMI and controlled unclassified information for oral/visual disclosure and/or documentary release to foreign partners via authorized channels and recommending determinations authorizing disclosure and/or release of same as required. * Coordinate foreign visits (FV) via Foreign Visit System; i.e. be capable of accepting, transferring, or rejecting a FV assigned to the CFT; interact with base/installation security, and other security personnel as required to ensure FV access. Follow-up with information regarding what was discussed, nature of discussions, etc. IAW CDRL B001. Contractor shall coordinate with the AFC Foreign Disclosure Officer (FDO) or DOIS Counterintelligence Officer for support. * Draft general and specific FD guidance for Government review as required, to include 'standing' guidance, so as to provide foundational FD information and program protection guidance to end-users; may consist of collecting disclosure 'history' and compiling standing guidance based on FAQs or most frequently occurring tasks/requests. * Maintain awareness and ensure local security programs to include Information Security, Personnel Security, Industrial Security, OPSEC, and Intelligence Facility Physical Security are adequate to protect classified and sensitive but unclassified information in accordance with the HQ AFC protection benchmarks. * Coordinate with HQ AFC for additional support, or security subject matter expertise in those areas not adequately provided. * Serve in an intelligence security support role. Providing general intelligence security support and training for the local organization, and coordinating with the Intelligence Security SMEs at HQ AFC, when tasks exceed their ability at the local level. Position Requirements: * Bachelor of Sciences (BS) or a Bachelor of Arts (BA) * At a minimum of eight (8) years of foreign disclosure or international programs experience. * A minimum of one (1) year of Foreign Disclosure experience. * Familiarity with intelligence security programs (INFOSEC, OPSEC, PERSEC, Physical Security) * Extensive organizational skills and sound analytical problem-solving and documentation skills * Ability to focus and give great attention to detail when reviewing text documents * Ability to work independently, adapt to change, and balance multiple parallel actions * Must be a team player, proactive, and possess excellent problem solving and organizational skills. * World-class customer service. * Ability to communicate effectively with employees and outside contacts at all levels, both orally and in written form. * Must be able to effectively manage competing priorities and deadlines and handle multiple tasks in a fast-paced environment. * Works toward common goals by supporting, encouraging and sharing information with colleagues, both internal and external. * Well organized, using time management processes and procedures effectively. * Ability to thrive in a fast-paced, team-oriented work environment. * Strong analytical and written and skills.
