The U.S. District Court Clerk s Office currently is accepting applications for a full-time Assistant Systems Manager. This position is located in the IT Department in the District Court Clerk s Office in Boston, Massachusetts and reports to and supports the Systems Manager with the supervision, coordination and training of IT staff. This position performs a full range of functional duties as well as having supervisory experience.

Representative Duties:
Supervise employees involved in information technology activities, including assigning and reviewing work, evaluating performance, and recommending disciplinary actions. Assist in employee performance evaluations. Assist in developing work standards. Supervise, delegate, and prioritize workload. Implement staff procedures. Identify issues and resolve disputes. Maintain documentation, statistics, and employee records. Train staff on policies, procedures, and internal controls. Make recommendations regarding employee appointments, promotions and separations.
Ensure the effectiveness of security systems for hardware, software, networks, data, physical property, and equipment. Manage the IT Continuity of Operations Plan (COOP) and ensure annual testing and plan updates.
Meet regularly with Systems Manager, Court Unit Executives, and vendors to determine information technology needs, recommend viable solutions, and maintain collaborative relationships.
Assist in developing short term and long range automation improvement plans for the Court unit, ensuring that changes can be implemented with minimal disruption at the Court site. Supervise execution of implementation plans for major automated systems. Adapt software and documentation; perform testing; establish operating procedures; devise security systems for hardware, software, and data. Establish training in system use and capabilities.
Participate in district, regional, and national conferences designed to enhance professional growth, identify best practices, and improve Department technology support.
Recommend appropriate training for staff and ensure they are cross trained to the extent possible to maintain infrastructure reliability.
Develop budget justification for system equipment, up-grades, and normal operations. Assist in monitoring or approving expenditures for automation operations.
Develop specific system features and adapt programs to satisfy Court needs, including making adaptations to a national system or participating in the planning for, and the acquisition of a specific system for the Court unit. Maintain a library of software, including documentation of locally developed material. Prepare flow charts.
Ensure the Department staff strives to meet all parameters as defined in the AO s mandated IT Security Scorecard, and consistently work towards continuous improvement in the Court s IT security posture. Ensure system log filed are collected, analyzed, and stored according to AO policies and procedures.
Remain current regarding emerging technologies and security issues.
Ensure that Department staff researches and evaluates appropriate replacement systems when the Court s infrastructure equipment is declared end-of-life and develop and deploy replacement stagey to assure ongoing vendor support.
Analyze data from the asset and patch management, log collection, vulnerability scanning, end-point protection, and firewall tools for security incidents. Ensure corrective action is taken according to risk severity. Adhere to and enhance the Court s IT security posture by conducting network security assessments. Prepare and test backup and recovery procedures and disaster recovery plans.
Demonstrate and utilize efficient project management techniques for IT projects.
Have a secondary responsibility for management of the IT maintenance agreements, IT procurement, and development of the IT spending plan.
Helpdesk management and backup support
General case management system support and interactive local application system analysis.
IT budget and procurement (JIFMS) analysis support.
Other duties as assigned.

Minimum Qualifications/Requirements:
Minimum of five years of specialized experience with systems administration; Windows Active Directory; administration of virtualized server environments; storage area networks; and securing, supporting, and maintaining data networks.
Minimum of 3 years of federal judiciary experience required.
Experience with Distributed File Systems (DFS).
Experience in IT Security including Nessus, Splunk, Symantec Management Console, and Malwarebytes Console Management.
Knowledge using Enterprise backup systems, policies and procedures.
Experience with network server configuration: Windows AD, GPO management, and server processes
The applicant must possess strong leadership skills, broad technical knowledge of various IT applications and methodologies, as well as the ability to think creatively and communicate effectively. Commitment to developing a support, collegial team environment, including mentoring and training IT staff to achieve and assume higher levels of responsibility.
Thorough understanding of IT security theories and best practices; security appliances; firewalls; endpoint security controls (including anti-virus, anti-malware, application control, web threat protection); and network security and network traffic analysis.
High School diploma required, with some college or a college degree preferred.
Excellent oral and written communication skills.
Ability to manage projects efficiently and meet established deadline. Ability to exercise good judgement and work calmly under pressure.

Preferred Qualifications:
Bachelor s Degree;
KACE Servicer maintenance and updates management, Windows AD Administration.
One year experience working in a supervisory or managerial capacity;

FBI Background Investigation
As a condition of employment, the selected candidate must successfully complete a ten-year background investigation, and every five years thereafter will be subject to an updated investigation similar to the initial one. The investigation includes an FBI fingerprint check, and retention in the position will depend upon a favorable suitability determination.

Clerk s Office hours are from 8:30 AM to 5:00 PM, Monday through Friday. Emergency and after-hours coverage are required.
