We have an exciting opportunity to join us in supporting one of our valued customers as anEmerging Technology Program Manager to work out of Arlington, VA. The Deputy Chief of Naval Operations (DCNO) for Installations and Logistics (OPNAV N4) establishes policy to support the capabilities of the operating forces and shore establishment. OPNAV N4L6 serves as the Navy’s lead for Emerging / Logistics Information Technology (IT). The candidate will serve as the Program Manager for the Emerging Technologies Team. The candidate’s initial focus will be on Advanced Manufacturing (AdvM). The candidate will provide program management expertise to assist N4 in championing the Navy’s AdvM efforts and facilitating the implementation of AdvM across the Navy. The candidate will further serve as the institutional memory and continuity supporting the government civilian / active duty Navy AdvM lead. When AdvM is more mature and has been established as a Program of Record, the candidate will focus on other emerging technologies. Essential Duties: * Serve as principal advisor and subject matter expert to OPNAV N4L6, N4L, and N4, offering counsel on strategic decisions related to AdvM and emerging technology implementation across the Navy
* Assist N4L6 to coordinate, manage, and communicate AdvM efforts and other emerging technology efforts across the Navy
* Work with stakeholders from the Special Project Office, Navy Systems Commands (SYSCOMS), Fleet units, Regional Maintenance Centers, Fleet Readiness Centers, Warfare Centers, and the Secretariat to coordinate AdvM and emerging technology efforts through various working groups, data calls, collaboration websites, and other means
* Help coordinate and deconflict simultaneous AdvM actions across the Naval AdvM Enterprise
* Help coordinate AdvM events such as the Naval Advanced Manufacturing Executive Committee (AdvM EXCOMM), Flag Officer-level visits to AdvM sites of interest, and other events both internal and external to the Navy
* Help AdvM EXCOMM drive clear, actionable goals for the Special Project Office and each of the SYSCOMs
* Identify and assess capability needs and associated performance criteria in support of establishing Programs of Record for AdvM and other emerging technology efforts
* Assist in production of capabilities documentation and courses of action.
* Produce documentation to promote and sustain funding for AdvM efforts and other emerging technology efforts during Program Objective Memorandum (POM) / Budget Formulation process
* Join client, or represent client, in meetings and working groups with other military services and U.S. federal government agencies that are also pursuing AdvM
Required Qualifications: * Ability to translate data into meaningful presentations and decision briefs for senior leadership
* Ability to travel independently and reliably represent client when battle rhythm prevents candidate and client from traveling together
* Ability to communicate the value of new technology in terms of value gained, cost/benefit analysis, etc.
* Ability to simultaneously coordinate and execute multiple efforts of varying levels of duration and complexity
* Excellent analytical skills – ability to quickly identify trends, inconsistencies, and information gaps
* Highly proficient in MS Outlook, Excel, Word, and PowerPoint
Preferred Qualifications: * Knowledge of Navy organizational structure and logistics operations
* Prior AdvM or emerging technology experience or scientific/engineering background
* Understanding of Navy Program Objective Memorandum (POM) Cycle
* Experience with the Joint Capabilities Integration and Development System (JCIDS) process or similar gate review processes
Education/ Certification: * Bachelor’s degree
* Master’s degree in related field preferred
