XLA is seeking a DOJ Budget and Financial Program Manager for the Policy and Planning Staff (PPS) section within OCIO responsible for executing the budget and financial management program. This program includes providing budget and financial management policy guidance, oversight, and coordination. OCIO manages funds from the DOJ Working Capital Fund (WCF) as well as the Justice Information Sharing Technology appropriation. On average the WCF accounts for more than 80% of OCIO’s spend each fiscal year. PPS enters into and manages approximately 600 outgoing reimbursable agreements and approximately 25 incoming reimbursable agreements each fiscal year. These agreements provide PPS with an avenue to provide and receive services to and from other DOJ components as well as other Federal agencies. The PPS Staff is currently responsible for preparing and processing these agreements as well as reporting on their status to other DOJ components and the Justice Management Division (JMD). In order to maintain an accurate account of all the agreements, support is required to process and track incoming/outgoing reimbursable agreements, general obligation management, reconcile billings in the Unified Financial Management System (UFMS), research obligations/expenditures coded against agreements where the type of expense seems inconsistent with the purpose of the agreement, contact offices to confirm the validity of prior year open obligations, and complete internal and external reports. This would ensure proper accounting and maintenance of the accounts as well as ensure proper revenue recognition and full audit compliance. The main task groupings are as follows: -Incoming/outgoing Reimbursable Agreement support and reconciliation
-Budget tracking and documenting
-Financial management support
-Other duties as assigned within the scope of budget and financial management Requirements
The Contractor shall provide a project manager that shall demonstrate competent management ability, supervisory skills, and technical expertise in federal government budget execution processes. The project manager must have a Bachelor’s or a Master’s degree in Finance, Accounting, or in a related field and at least ten (10) years of professional experience in planning, coordinating and managing projects. The Project Manager shall have the following experience: Experience with identifying and resolving project issues and ensuring the project progressed on schedule and on budget. -Demonstrated experience, 3-year minimum, working with Working Capital Funds
-Ability to communicate with all levels of the organization acting as the liaison between the project supervisor, project staff, client, and executive management.
-Ability to manage, advise and counsel multi-disciplinary professionals and supervise Contractor personnel on project tasks.
-Possesses knowledge of Federal Financial Management including budget execution and automated Federal financial systems.
-Ability to develop business processes to improve project efficiency and effectiveness. The PM shall provide oversight and day-to-day management of Contract staff activities to ensure the completion of all tasks are on time and in accordance with Contractor’s Quality Assurance Plan. Project management includes evaluating issues and providing recommendations related to schedule and performance. The Contractor is encouraged to propose alternate procedures and processes resulting in a more effective and efficient management approach. Other tasks may include the development, maintenance, management, and execution of risk and issue management plans, communication plans, and quality assurance plans; providing meeting support; preparing meeting materials and recording and disseminating minutes; and development and tracking of correspondence, reports, and briefing materials. The Contractor shall manage performance supporting this requirement. This includes but not limited to: -Ensuring the Project Manager or appropriate designee provides effective supervision of all Contractor staff working on this effort;
-Ensuring the development and execution of the project management plan;
-Ensuring consistency of approach by adhering to standard methodologies; and
Providing regular status reports and required information to the Assistant Contracting Officer’s --Representative (ACOR)/PPS Team Lead
